It was split-up as the Debian packages tetex-base, tetex-doc, tetex-extra.
Additionally provided: texmf-tiny form minimally functional TeX setup.

Debian's tetex-nonfree is (as the name says) not freely
distributable.  Its files were not packaged for Cygwin.
